Page 1 of 4 1 By: FNSB Assembly 2 Introduced: August 20, 2026 3 4 FAIRBANKS NORTH STAR BOROUGH 5 6 RESOLUTION NO. 2026 – 26 7 8 A RESOLUTION APPROVING INFORMATION OF A STRICTLY FACTUAL NATURE 9 PERTAINING TO THE INITIATIVE PETITION REQUIRING ALL BALLOTS TO BE HAND 10 COUNTED BY REGISTERED BOROUGH VOTERS, WITH OBSERVATION AS AUTHORIZED 11 BY LAW, AND PROHIBITING ELECTRONIC TABULATION SYSTEMS IN THE FAIRBANKS 12 NORTH STAR BOROUGH 13 14 WHEREAS, FNSBC 5.04.150 mandates that for each proposition, initiative 15 or referendum on the ballot, the Borough Clerk shall include information of a strictly 16 factual nature, approved by the Assembly, in the Municipal Election Information 17 Pamphlet; and 18 19 WHEREAS, The Borough Clerk recertified an initiative requiring manual 20 hand counting of all ballots in the Fairbanks North Star Borough Municipal elections on 21 August 5, 2026 for placement before the voters of the Fairbanks North Star Borough on 22 October 6, 2026 as Proposition 3 on the ballot; 23 24 NOW THEREFORE BE IT RESOLVED that the Assembly of the Fairbanks 25 North Star Borough approve the following strictly factual information to be included in 26 the Municipal Election Information Pamphlet: 27 1. Proposition 3 would mandate the method used to count ballots as manual hand- 28 counting beginning with the 2027 election cycle for all Regular, Special, and Run- 29 Off municipal elections. 30 2. Hand-counting is the process of a human manually reviewing each ballot and 31 tallying votes, without the use of machines. 32 3. The proposed manual ballot hand-counting system includes that: Fairbanks North Star Borough, Alaska RESOLUTION NO. 2026-XX Page 1 of 3 Page 2 of 433 a. Questioned, absentee and special needs ballots are separated from the 34 regular ballots voted on election day. 35 b. Regular ballots are hand-counted at polling places on election day. 36 c. Counting occurs in public view (to the extent practicable.) 37 d. Only registered Borough voters conduct ballot counts. 38 e. Questioned, absentee and special needs ballots are hand counted at a 39 central location. 40 f. Electronic tabulation systems are not used to produce or certify official 41 results. 42 g. Official election results are determined solely from manual hand counts. 43 4. A hand-count typically takes longer to determine election results than an 44 electronic tabulation system. 45 5. When a voter inserts a ballot into the electronic tabulation system, the machine 46 alerts them to potential ballot-marking issues and provides the voter an 47 opportunity to review their ballot and vote a new ballot if they choose. If the 48 proposition is adopted, ballots will not be reviewed by voters through the 49 electronic tabulation process. Instead, the hand-counting board will determine 50 voter intent according to election procedures. 51 6. The ordinance does not include a fiscal analysis or estimate of implementation 52 costs. The overall cost would depend on factors including voter turnout, staffing 53 requirements, and the number of races on the ballot. 54 7.
